Dental clinics in China: practising licence and filing rules, and dental names on government lists
Published
This page sets out what China's national regulation on medical institutions says about practising licences for clinics and other institutions, and lists the dental institutions that the Beijing and Shanghai governments name in their English pages. It describes administrative rules and published lists only. It does not rate, rank or recommend any clinic, and it says nothing about treatment.
What the regulation says about practising licences
The State Council's Regulation on the Administration of Medical Institutions (医疗机构管理条例) applies to hospitals, outpatient departments, clinics and other medical institutions that carry out diagnosis and treatment. The English renderings below are ours.
- Registration and licence. The regulation says a medical institution must register in order to practise and receive a Medical Institution Practising Licence (《医疗机构执业许可证》).
- Clinics. For clinics (诊所), it says they may practise after filing with the county-level people's government health administration department where they are located, in line with the State Council health administration department's rules.
- No practice without a licence or filing. It says no unit or individual may carry out diagnosis and treatment without the licence or without filing.
- Who registers. It says registration is handled by the health administration department of the people's government that approved the institution's establishment, or, where no establishment approval is needed, by the health administration department at county level or above in the place where the institution is located. It gives separate routes for institutions set up under national planning, which register at provincial level, and for clinics serving an organisation's own staff, which register or file at county level.
- What is recorded. The main registered items are the name, address and principal person in charge, the form of ownership, the diagnosis and treatment subjects and beds, and the registered capital.
- Changes. An institution that changes its name, premises, principal person in charge, diagnosis and treatment subjects or beds must register the change with the original registration authority, or file it with the original filing authority.
- Periodic check. The licence of an institution with fewer than 100 beds is checked once a year, and the licence of an institution with 100 beds or more is checked once every 3 years.
- Licence handling. The regulation says the licence may not be forged, altered, sold, transferred or lent.
- Display. It says a medical institution must display its licence, its diagnosis and treatment subjects, its hours and its fee standards in a prominent place.
- Approved scope. It says an institution must carry out diagnosis and treatment only within the subjects approved in registration or filing.
This page does not tell readers where to look up a licence record, and it has not checked any clinic's licence.

Questions people ask
Does a dental clinic in China need a practising licence?
The regulation says no unit or individual may carry out diagnosis and treatment without the Medical Institution Practising Licence or without filing, and that clinics may practise after filing.
Who registers medical institutions?
The regulation says it is handled by a health administration department of the people's government, and the first list above gives the routes it sets out.
Does a listing mean a dental clinic is better?
No. The Beijing list and the Shanghai directory are lists of institutions, and this page puts them in alphabetical order only. Questions about your own appointment, fees or insurance claim are for the clinic or your insurer to answer.
